All games that gave me problems in a way or another had the SAME problems at 1607, so 1607 is not a magical O.S that makes any game run at a 120 fps locked.
I tried "magical 1607", games performed the same as in 1809 or if not worse (I experienced more stutter, some new games don't even know what to do with it RDR2 says my computer does not meed the requirements with 1607, despite I have the recommended requirements). There is not Spectre&Meltdown "strike", you can disable it just fine on any newer version of Windows. 1703, apparently it's good, but would not try it, probably has other issues as well. 1803, garbage, broken timer, it only works properly if you use TimerTool to force the timer resolution to 1 ms. 1709 is scuffed full on standby memory list problem, it depends on ISLC all of the time, horrible version.
